Commissioning Annual Survey
The Annual Survey is a key monitoring activity outlined in the initial Commissioning for Outcomes Evaluation Framework.
The Framework provides 5 focus areas to monitor and evaluate the commissioning experience and practice.

Trust | Our expectations that the commissioning process will/does align with the shared priorities and principles agreed in the commissioning approach. |
Relationship health | How we perceive the strength of the relationship between government and non-government organisations. |
Optimism for outcomes | Our confidence in the process to make a positive difference for the lives of Canberrans. |
Collaboration | How well we collaborate and ensure that the voices of a diverse range of people (including lived experience) play a key role in the development of solutions. |
Time | How we perceive whether adequate time was afforded to participants, the processes, and the activities for effective collaboration. |
The Framework was developed through a collaborative working group of both government and non-government representatives in 2021.
The Framework sets the intention to expand the monitoring and evaluation of commissioning to the reform outcomes when commissioning practice is more evolved and embedded.
Baseline Survey (2022)

In early 2022 we conducted a short survey to gather perspectives on the transition to commissioning and the state of relationships. The survey was completed by 195 people including senior executive, policy officers and frontline staff from across government and non-government organisations (NGO).
Broadly, the results from the baseline survey demonstrate that:
- Most participants have high levels of trust that commissioning will be done in line with the Shared Priorities and Principles. Yet these levels of trust are lower amongst NGO survey participants.
- Most participants view relationship health within the NGO sector or within government as good to very good. However, nearly one third of NGO participants view their relationship with government as ‘neither good nor bad’.
- Most participants are confident that commissioning will make a positive difference in the lives of Canberrans. There was a difference with government participants more optimistic and at least one quarter of NGO participants believing no change will result from commissioning.
