How we are empowering Commissioners
To truly see change, governments must start to think and act differently. The guide on Strengthening our understanding of impacts on the Aboriginal and Torres Strait Islander community through each commissioning cycle [Word 238 KB] supports Commissioners to:
- better consider the needs of Aboriginal and Torres Strait Islander people by applying an ‘Aboriginal and Torres Strait Islander human services lens’ to each commissioning cycle
- examine and assess barriers, enablers and linkages to identify opportunities to improve access to appropriate (and culturally safe) supports and services for Aboriginal and Torres Strait Islander people
- better mitigate potential adverse impacts on Aboriginal and Torres Strait Islander people
- consider the transition of proportional investment to the community-controlled sector, with associated clarity of responsibilities, probity and accountability arrangements.
This guide is a practical resource for Commissioners across all human services directorates and prompts Commissioners to consider a range of policy and practical issues in the commissioning lifecycle particularly the early stages of planning for and getting commissioning underway. Early consideration of these issues helps to ensure that the design of the commissioning process is informed by the needs of, and outcomes sought for, the Aboriginal and Torres Strait Islander community. Having an intentional focus on these issues enables Commissioners to consider and meet the commissioning priority of greater self-determination for Aboriginal and Torres Strait Islander people.
