Policies

Developing better policy, systems and governance is a key reform priority.

As we reform the ACT human service system, we will need to develop policies that can guide commissioning activities, decision making and improvements to service delivery.

Human service system reform policies will integrate and complement other ACT Government policies.

They will be identified for development (by government and the sector), where existing policies may not provide adequate or relevant guidance for the activities of the human service system.

What is it?

We need guidance on how we manage the different service transitions created by reform. A service transition can be from one organisation to another, or within an organisation where we change from one service model to another, or because client need changes or in response to new service requirements or even insolvency.

Who has contributed so far?

Government and non-government organisations shared experiences of service transitions in late 2022. Preliminary drafts of this transition framework and policy have been refined with input from peak organisations and advocates as well as government executives.

What does it guide?

  • how we define the likely transition scenarios
  • how we apply transition guidance to services, as well as programs and the whole system
  • how we financially support organisations undertaking complex transitions.
  • what the expectations are for service continuity and client management
  • how we determine reasonable timeframes to manage transitions effectively
  • how we manage sector sustainability, capability, and skills impacts
