We embed measures and processes into our partner relationships to continuously evaluate whether services are delivering value for the communities we serve.

Evaluation is an important component of commissioning for outcomes, and the commissioning cycle shows it should occur across all phases to support continuous learning and improvement.

Ongoing evaluation of commissioning practice will also be vital to determine that commissioning is having the intended social impact of both improving outcomes for community members and strengthening partnerships between government and the non-government sector.

We monitor experience of commissioning by participants in the cycles through responses to the post-activity survey provided to participants following each activity in the cycle. These insights, measured against the shared principles, are collated in a dashboard for commissioners that enables a real time view of every commissioning cycle or individual commissioning cycles.

Strategic commissioners can identify and provide support to remedy challenges to commissioning experience with this real time insight.

We seek to examine the strength of partnerships between government (the commissioner) and the non-government sector. This can be done through both formal and informal methods, where both parties to the partnership reflect on the experience of the shared principles through their partnership. There may be cycle reviews factored into the partnership agreements and these reviews could involve an objective third-party to assess the strength and health of the partnership.

Each commissioned service will be required to report on outcomes developed through the commissioning cycle and embedded within the contract or service agreement. The voices of lived experience will be central to evaluating service delivery, how well the evidenced needs are being met within the community and reporting to outcomes.

As commissioning cycles mature and outcome reporting is generated, we will be able to look at the outcomes against the ACT Wellbeing Framework and assess the system impact in meeting the needs of the community.

  • The voices of people with lived experience are central to the evaluation of services through outcomes reporting.
  • Given that people’s lived experience intersects with the service and system landscape, their voices should be woven into the evaluation for individual services, programs, and plans, as well as the whole system.
  • Where people with lived experience have been directly involved in the commissioning cycle phases, particularly the collaborative design, they will be given the opportunity to assess their experience through the post-evaluation survey.
