Strategise


We examine what will meet the needs of the ACT population and deliver reform agendas.

Strategise begins the collaboration with partners and providers. This is the opportunity to work together to validate the needs of the ACT population and identify the current services and gaps in meeting that need. A commissioning webpage should be established by this phase to support the activities.

Use the discovery discussion paper and evolve it into the needs assessment background. Commissioner together with partners, providers and stakeholders identifies participants for the strategise phase and then circulates discussion paper for review and input or as background for a strategise workshop or one on one meeting. This activity is promoted through the sectors in progress web-page as well as government and non-government channels to ensure process transparency.

Discovery discussion paper is reviewed by partners and providers. A workshop can be used to explore the questions which the discovery raised and the strategy required for the future. Commissioner seeks input from partners and providers which could include data or best practice examples. This can be an opportunity to explore lived experience to understand nuances and service interaction points. Document the needs assessment background paper.

With input and advice from partners and providers the population needs are validated. Using a collaborative activity or discussion the commissioner, partners, providers and stakeholders prioritise the needs and then define the framing statement. A framing statement is the problem or challenge to be addressed when redesigning the service in the next phase. Document the needs assessment background paper.

With the needs identified and prioritised and a framing statement agreed the commissioner works with partners, providers, and stakeholders to assess the market and determine who could provide services, particularly where there are gaps in meeting need. Together, commissioner, partners, providers and stakeholders identify service design opportunities that can be explored in the next phase and who should be involved in the collaborative design activities, including people with lived experience.

Commissioner or a commissioner and sector partners or collaborative design working group further develop the collaborative activities that will help participants discuss, innovate, explore, and generate solutions for the problem or challenge defined in the needs assessment background paper. These activities could be online and on-demand allowing for collaboration over time, or they could be undertaken in a workshop, world café or other face to face or virtual collaboration method. Activities may need to revisit the needs assessment and should be developed to identify the potential service specifications and outcomes.

After each collaborative activity, participants are invited to assess their experience through a standard survey shaped around the shared principles, available at Post-Activity Survey - Commissioning

  • Where there are gaps in understanding the needs of the ACT population through the discovery phase, the voices of people with lived experience will be sought in this phase to inform the needs assessment.
  • The voices of lived experience and how they inform the design phase will also be considered as part of the collaborative design plan.
