Together, we are actively commissioning 34 sub-sectors across the human service system.
Since the April update, some cycles have moved along the commissioning phases – discover, strategise, design, invest, deliver and integrate.
Below is a summary of the key activity across the human services system. More detail is provided on each sub-sector webpage via the links:
DISCOVER
The discovery discussion paper remains open for the Children, Young People and Family Services Program.
STRATEGISE AND DESIGN
Frontline workers, young people and families are invited to continue sharing their lived experiences of the Children, Young People and Family Services Program following workshops and world cafes reflected in listening reports.
Child Protection and Out of Home Care have undertaken engagement on the new service system and arrangements for out of home care and support services with listening reports soon to be released
In addition to the Mental Health Blueprint, five feedback papers and discussion guides by population are out now to inform the design phase for Mental Health with input closing on Friday 7 July.
INVEST
Timeframes for the Alcohol, Tobacco and Other Drug INVEST phase will be confirmed as soon as possible to ensure adequate time and notice for organisations planning to respond.
The Community Assistance and Temporary Supports (CATS) Request for Tender closed on 30 May with an outcome due this August.
Primary Health Services for Young People commissioning cycle has been extended six months to 30 June 2024, with newly commissioned programs to be in place by 1 July 2024 supported by five-year contracts through to 30 June 2029.
Following collaborative activities with the sector, Sexually Transmissible Infections and Blood Borne Viruses will soon release key materials to support the shift to investment.

for the A Step Up for Our Kids Continuum of Care and Strengthening High Risk Families – a key part of Child Protection and Out of Home Care.
DELIVER
Ongoing engagement with Aboriginal Community Controlled Organisations is underway to reduce reporting duplication and support more service delivery opportunities with the ACT human service system.
INTEGRATE
Elevating commissioning from program reform to system reform requires a coordinated effort to bring together all the insights and service design thinking arising from a wide range of service and policy reforms for children, young people, and families.
This includes work underway to support raising the Minimum Age of Criminal Responsibility, Child and Family Reform, Child Protection and Out of Home Care and Child, Young People and Family Services Program. A combined insights report will soon be released for comment and consideration by community sector providers.
