Improved Governance for Commissioning

Commissioning is maturing and we need to evolve our governance structure.

Effective human service system reform needs authority, sustainable decisions, greater clarity where there is complexity, and reinforced accountability across government and the non-government sector.

For government, improved governance will be achieved through a new Commissioning Senior Officers Group (CSOG), the members of which will be empowered to make the strategic decisions required to innovate, and tackle and address the major reform challenges outlined in Commissioning as a 10-year reform (Commissioning Roadmap Section 1).

Senior Officers drawn from across the ACT Government including Community Services, ACT Health Justice and Community Safety Directorate and Chief Ministers will direct action on identified system challenges such as managing transitions, self-determination in commissioning, outcomes-based contracts and valuing and connecting data.

In this increasingly complex environment, the CSOG will play a key role in ensuring consistency across commissioning cycles and drive better integration within the system.

It is intended that CSOG will engage directly with sector leaders to inform decision making and collaborative action on priority reform activities.
