August Commissioning Cycle update


Together, we are actively commissioning over 30 sub-sectors across the human service system. Since the June update, some cycles have moved along the commissioning phases – discover, strategise, design, invest, deliver and integrate

DISCOVER

Discovery is now underway for Aboriginal and Torres Strait Islander Health Partnerships as scoping and data collection begins with a view to streamlining sector consultation and engagement for Aboriginal Community Controlled Organisations and the Aboriginal and Torres Strait Islander community.

A detailed draft discovery paper is also open for comment till September 1 to explore the Community Central Referral Service.

STRATEGISE AND DESIGN

Frontline workers, people with lived experience and multiple sector partners have participated in an initial workshop in July where significant insights into the experience of Mental Health and the mental health service system were captured along with feedback on discussion guides and the Mental Health Blueprint. The need for mental health services and supports arises in multiple commissioning cycles and an 18-month extension to the mental health commissioning cycle will allow time for service design and integration with other services.

The final Homelessness complex clients design workshop will get the government and sector closer to a draft statement of needs and service delivery requirements.

Chronic Conditions is finalising a listening report that brings together needs assessment insights from planning for the primary care pilot and urgent care centres and Heath Care Consumers Association Chronic Conditions Network, before shifting into DESIGN to collaboratively develop outcomes and reporting requirements.

Children, Young People and Family Services Program finalising the DESIGN phase with a final collaborative workshop in August to develop the draft outcomes framework and draft service delivery specifications.

Collaborative design workshops are now underway to develop the service response to raising the minimum age of criminal responsibility.

INVEST

Contract extensions are being initiated across multiple sectors to support service continuity as invest phases begin or are finalised.

The Strategic Investment Plan for Primary Health Services for Young People has been released for feedback, with Strategic Investment Plans for Sexually Transmissible Infections and Blood Borne Viruses, Alcohol, Tobacco and Other Drugs and the ACT Seniors Card to be released soon.

Tender opportunities have been released for a Step up for Our Kids Continuum of Care and Strengthening High Risk families – a key part of the Child Protection and Out of Home Care.

Information sessions have been well attended for Homelessness tender opportunities including families and Women’s Support Services and the Youth tenancy and property management. While Homelessness grants assessments are underway for Support Services for Youth Select and for Older Women.

Tender outcomes for the Community Assistance and Temporary Supports (CATS) program are pending following an assessment, with the new program set to begin on 1 October.

To support effective service transitions, the draft Human Service System Transition Framework and Policy has been released including tools to support transition planning.

DELIVER

Ongoing engagement with Aboriginal Community Controlled Organisations is underway to reduce reporting duplication and support more service delivery opportunities with the ACT human service system.

INTEGRATE

Elevating commissioning from program reform to system reform requires a coordinated effort to bring together all the insights and service design thinking arising from a wide range of service and policy reforms for children, young people, and families.

This includes work underway to support raising theMinimum Age of Criminal Responsibility, Child and Family Reform, Child Protection and Out of Home Care and Child, Young People and Family Services Program. A combined insights report is in development and will be released for comment and consideration by community sector providers.
