In 2023 the ACT Health Directorate (ACTHD) refreshed the approach to Health Commissioning and restreamed the Palliative Care Support, Aged Care Respite, Aboriginal and Torres Strait Islander Health Partnerships, and Primary Care Support subsectors into the Flexible Alignment Commissioning Stream, and the Chronic Conditions and Family and Inclusion subsectors into the Supported Capability Commissioning Stream.
The Director-General of ACTHD has agreed to extend agreements with providers in the Flexible Alignment and Supported Capability streams whose agreements expire on 30 June 2024 via a transition to new Deeds of Grant. These deeds will increase flexibility and sector sustainability for service providers, and will support ACTHD to progress key strategic policy and planning activities to inform the next tranche of commissioning cycles.
The deeds will also support ACTHD to work with providers in a more collaborative way to build collective commissioning capability and readiness. We’ll be in touch with relevant providers shortly to discuss the next steps.
Over the life of these agreements, ACTHD will work with the service providers in a try, test and learn capacity through a pilot of “Mini-Commissioning Capability Cycles”, which cover the Discover to Design phases only. Mini-Commissioning Capability Cycles will support the building of commissioning capability and preparedness, and will provide the opportunity to collaboratively:
- Develop or update health sector Needs Assessments
- Explore opportunities for short-term innovation in service delivery
- Build capability and maturity in outcomes identification, monitoring, and reporting.
