2019-20 Veterans Grant Guidelines - Second Round [245KB]
The veteran community comprises both current serving and ex-serving members of the Australian Defence Force (ADF) and their families. In the ACT, the veteran community is an integral part of our city and brings a wealth of knowledge and expertise.
Together, with their families, veterans may require support in areas such as employment, rehabilitation and recognition to assist with social inclusion, especially as they transition from the ADF.
The Inclusion and Participation Division within the Community Services Directorate (CSD) is pleased to announce Round 2 of the 2019-20 Veterans Grant Program (the Program).
The primary aim of the Program is to support veterans and their families’ wellbeing and social inclusion. To best meet the needs of the veteran community, a focus on older veterans, contemporary veterans and veterans’ families might be considered collectively or separately as the focus of the grant application.
Applications are sought for innovative projects that promote veterans as valued members of the ACT community and enable them to participate in community activities.
Our funding priorities
Applications are sought for projects in the following priority areas:
Support and Participation for veterans.
Projects, activities or initiatives which promote inclusion and participation for veterans and their families.
This includes projects which improve employment, health and wellbeing outcomes for veterans and their families that promote participation in the following:
- the arts;
- life style programs;
- skill development; or
- other social engagement focused programs.
Communication and Education Projects, activities or initiatives that assist veteran specific and mainstream organisations increase their capacity to link veterans and their families with supports available.
Aboriginal and Torres Strait Islander veterans
Projects, activities or initiatives which relate to the priorities listed in the guidelines above that focus on Aboriginal and Torres Strait Islander veterans.
A total of $37,707 (GST exclusive) is available through the second round of the 2019‑20 Veterans Grant Program across all funding priorities.
Grants are one-off for the programs/activities/initiatives specified and are not intended as a recurring funding source.
Eligible community organisations operating in the ACT may apply for a non-recurrent grant of up to $5,000 (GST exclusive) for projects which will be completed by 31 December 2020 that support the Program’s funding priorities. However, at the Delegate’s discretion, this amount may be increased to $7,500 in exceptional circumstances, where the application can demonstrate a high level of value to the veteran community.
If more than one (1) organisation applies for funding to work together to deliver a project, the total funding provided for the project cannot exceed $5,000.
To be eligible, applicants must meet all of the following criteria:
- The applicant organisation must be one of the following:
- a not-for-profit incorporated association or company;
- a not-for-profit organisation with other legal status; or
- a not-for-profit organisation in an auspice arrangement with one of the above (a or b).
- Applicants (or auspice organisations) must have a current public liability insurance policy with a cover of a minimum of $10 million.
- Provide programs/activities for the benefit of residents of the ACT.
- Have no overdue reporting obligations for any previous ACT Government grant including: evaluations, acquittal reports and audited financial statements.
- Applicants cannot be individuals, profit making groups, government entities or registered political parties.
- Applicants must ensure that the declaration at the end of the application form is made by the Chief Executive Officer, President or equivalent of the applicant organisation (or the auspice organisation if applicable). This person must have the financial and management responsibility for the organisation.
Obligations of Auspicing Body
An auspice is an organisation that accepts legal responsibility including financial accountability for a project. If your organisation is not a legal entity you will need to arrange for an organisation that has legal status to act as an auspice.
The Auspicing Body will:
- Contract directly with the CSD for the receipt of grant funding for the project and administer the funding in accordance with the Grant Guidelines and Letter of Offer.
- Disburse grant funding for the project to the auspiced party in accordance with the Grant Guidelines and Letter of Offer and not unreasonably withhold funding from the auspiced party for the implementation of the project.
- Comply with all grant funding contractual obligations, including the provision of progress reports, final reports and financial acquittal documentation.
Exclusions on the use of Grant Funding
Funding will exclude the following:
- projects that do not contribute to the aim of the Program;
- ongoing/recurrent funding;
- projects where alternative sources of funding are more appropriate;
- projects that are a duplication of, or in parallel with an existing service, program, project or event;
- projects which have a political or religious purpose or objective;
- projects that do not primarily assist veterans from the ACT;
- salaries where the salary forms part of the organisations/individual usual responsibility;
- recurrent operating or maintenance costs for day-to-day operations of the organisation;
- retrospective costs — projects or purchases which have already taken place;
- debt payment;
- commitments such as contracts, hire purchases or rental agreements for any goods beyond the twelve-month funding period;
- purchase or lease of real estate;
- festivals, parties, and alcohol;
- prize money; and
- projects which are deemed to be inappropriate and offensive.
Assessment of Applications
A Panel of Assessors (the Panel) will review all applications and recommend eligibility and priority to the Delegate, Executive Branch Manager, Inclusion and Participation for approval. The Panel will make their recommendation based on the information provided in the application.
All eligible funding applications will be assessed against the following selection criteria:
- Priorities.The proposal aligns with the funding priorities in Section Three of these guidelines.
- Capacity.The proposal demonstrates that the organisation has the capacity to deliver the project and manage the funding.
- Community Building/Partnerships.The proposal outlines how the project will build capacity within the community to carry the project aims beyond the 12 month funding period.
- Budget.The budget is realistic and clearly details all expenditure for the project and demonstrates value for money.
- Geographic Spread. The funds are expended in a way to ensure access to programs across the Territory.
Any projects which require planning or building approvals or have additional insurance requirements, must have these in place prior to application.
Accepting a Grant
- Successful applicants will be required to enter into an Agreement with the ACT Government setting out the terms and conditions for which funding will be provided, including acquittal requirements within the agreed timeframe; this Agreement will be a Letter of Offer.
- Funds may be spent only on items and activities specified in the Agreement. Any unspent funds must be returned to the Community Services Directorate.
- Grant recipients must ensure that the assistance provided by the ACT Government is appropriately acknowledged in any promotional or other materials. ACT Government’s Branding Guidelines and “Supported By” logo are accessible at http://www.grants.act.gov.au/acknowledging
- If you wish to change your approved grant in any way, you must first obtain written permission from the Community Services Directorate.
- The names, project descriptions and funding amount of all successful applications will be posted on the Community Services Directorate website following the assessment process; by accepting a grant you agree to this requirement.
All successful applicants must expend the funds within the approved timeframes nominated in the Letter of Offer; this is normally 12 months of receipt of funds or at the completion of the activity, whichever is sooner.
An acquittal of the grant must be provided within 30 days of the completion of the grant activity, or by the date specified in the Letter of Offer. Any unexpended funds are to be returned to the Community Services Directorate at the time of acquitting the grant. An acquittal form and reporting form (if required) will be supplied to successful applicants with their Agreement.
We require you to keep ALL receipts and submit them with your acquittal form.

How to submit your application
All applications must be submitted via the online Veterans Grants Application Form at https://dhcs.smartygrants.com.au/1920VGR2
You will need to create a log in to begin your application and you may begin anywhere in the Application Form. Please ensure you save as you go. If an error occurs, please contact the Service Funding Support on (02) 6205 6008 during business hours, or email: CSDServiceFundingSupport@act.gov.au
Navigating (moving through) the application form
On the right hand side of every screen, there is a box which links directly to every page of the Application Form. Click on any page to jump directly to that page. You can also click 'next page' or 'previous page' on the top or bottom of each page to move forward or backward through the Application Form.
Saving your draft Application Form and returning
You can press 'save' at any point and log out. When you log back in, your draft Application Form will be saved and you can start where you left off.
Submitting your Application Form
The submit button is on the final page. You will not be able to submit your Application Form until all the questions are completed.
Attachments and supporting documents
You may wish to upload/submit attachments to support your application. This is very simple, but requires you to have the documents saved on your computer, on a zip drive, or similar. If you are not able to upload a document, please contact the Service Funding Support on (02) 6205 6008 for support.
Completing an application in a group/team
A number of people can work on an application using the same log in details provided that only one person is working on the application at any given time. Ensure you save as you go.
Once you have completed your Application Form it will be submitted to the Program Officer.
NOTE: The Program Officer is unable to view your application until it is submitted.
All supporting documentation must be submitted with the grant application.
You can upload supporting documentation to your Application Form on the page after the declaration and privacy statement.

A complaint is defined as an expression of dissatisfaction in relation to the application process and/or an unsuccessful application for a grant under this Program.
You or your representatives have the right to raise your concerns. This information supports us to improve services and supports your right to ask questions about the grant application process as well as decisions made in relation to an unsuccessful application.
What you can expect in relation to a complaint
You can expect to:
- be treated respectfully, fairly and in confidence;
- have your concerns dealt with as soon as possible;
- be informed of progress; and
- be informed of the outcome.
