Legislation and Policy

In October 2018, the ACT Government released the ACT Housing StrategyExternal Link which roadmaps a ten-year vision for housing in the ACT.
The strategy’s implementation planExternal Link sets out specific goals and actions to reduce homelessness, strengthen social housing assistance and increase affordable rental and home ownership in the ACT. While the strategy has a 10-year timeframe, the associated Implementation Plan outlines immediate and short-term actions, with defined outcomes and indicators to measure progress.

The strategy considers the policy levers that can be used to influence the delivery of housing and outlines the actions to provide an equitable approach to housing for all Canberrans now and in the future.

Building connected and sustainable communities in new suburban areas and urban renewal precincts supports the city's growing population and changing needs while enhancing Canberra's livability and strengthening social inclusion.

In July 2018, the Australian Government and the ACT Government entered into the National Housing and Homelessness Agreement (NHHA)External Link which recognises the Commonwealth and the ACT’s mutual interest in improving housing outcomes across the housing spectrum, including outcomes for Australians who are homeless or at risk of homelessness, and need to work together to achieve those outcomes.

Under the agreement, the ACT Government receives approximately $130.7 million in funding over five years (2018-2023) for the ACT’s social housing and homelessness services.

The NHHA complements the substantial work outlined in the ACT Housing Strategy that is currently underway, including a second Common Ground, the Housing First pilot, and delivery of the first of four long-term supported houses for people with enduring mental health issues.
