Empowering People: Community Services Directorate Strategic Plan 2018-2028

The Community Services Directorate (CSD) has responsibility for a wide range of human services functions in the ACT, including multicultural affairs, community services, older people, women, public and community housing services and policy, community recovery, children, youth and family support services and policy, support for families concerned about their child's development, child and family support, homelessness, Aboriginal and Torres Strait Islander Affairs and the ACT Office for Disability.

The CSD Strategic Plan 2018-2028 is an ambitious 10-year plan that sets a long term direction for the organisation. It identifies our purpose, outcomes and key measures of success. The plan was developed by our staff, through an extensive and collaborative engagement process, and is collectively owned by them.

CSD is actively committed to celebrating the significant cultural heritage of our traditional owners and improving the outcomes of First Peoples in the ACT in all the work we do. The Strategic Plan will strive to ensure that Aboriginal and Torres Strait Islander people have a strong voice, are decision makers on issues that impact them and lead in the achievement of positive life outcomes.

CSD’s primary purpose is to empower people to meet their full potential and enable the development of inclusive and strong communities. The Strategic Plan will ensure CSD contributes positively to the lives of Canberrans well into the future, with a clear commitment to supporting meaningful and life-changing outcomes for our community. Organisational outcomes will focus on developing a strong leadership culture and sustainable and integrated services.

The Strategic Plan is the central pillar of our Integrated Planning Framework. This framework brings together our strategic, organisational and division level planning to support the achievement of the core outcomes. An integrated approach enables CSD to improve strategic connectivity between business areas, enhance decision-making, increase productivity, sustainability and accountability, and develop business continuity.

During 2018-19, several organisational plans will be developed, to support the achievement of the Strategic Plan, embedded with a three year review cycle, to ensure responsiveness to changing needs. These will be underpinned by Annual division plans, with a focus on the needs of their particular clients and service partners. Performance will be monitored through strategic outcomes measures, critical indicators and operational performance and practice reviews.

The Strategic Plan provides us with a clear roadmap for how we will deliver on our core purpose and outcomes over the next 10 years. As the Plan is collectively owned by all staff, how we go about our work is one of the key ingredients to success. Our vision is to be a values-led organization, where we are all proud to work and our Values Promise represents our ongoing commitment to Respect, Integrity, Collaboration and Innovation.

Importantly, every division, work unit and individual staff member has a role to play in implementing the plan. New division and team work planning templates will be devised in the coming months to align your work with the Strategic Plan core purpose and outcomes.
